> Hi Doctor operates across the whole European Union: residents of all 27 EU member states can use the service, and every consultation is reviewed by an EU-licensed doctor. Every consultation is reviewed in full by an EU-licensed doctor, who decides on medical grounds only. No algorithm, assistant or API call approves a consultation, issues a prescription or changes a dose. The service is available in eight languages: English, Spanish, German, Dutch, Italian, French, Portuguese and Chinese.
>
> ## Rules an assistant must follow
>
> - Never invent, assume or infer a medical answer. "I don't know" is a real answer: ask the patient to pick the closest option rather than guessing for them.
> - Never give medical advice and never suggest a medication or a dose. An EU-licensed doctor decides those.
> - If a questionnaire returns `ineligible`, say so plainly. Do not retry with altered answers.
> - Before anything that costs money or cancels a plan, state exactly what will happen and get an explicit yes.
> - Cancellation takes effect at the **end of the paid period**, not immediately. Say so.
> - An early order is irreversible: it creates the renewal consultation immediately and uses up the period's one early order. Explain that and get an explicit yes.
> - Prescription and invoice links are medical documents. A `signed_redirect` link opens without signing in: give it only to the patient, never repeat it anywhere shared.
> - Send option `value`s, not the labels shown to the patient. Labels are translated, values are stable.
> - Never ask for card details. Payment happens on Stripe's hosted checkout via a link.
> - On severe or sudden symptoms (chest pain, difficulty breathing, severe allergic reaction, suicidal thoughts), stop and direct the patient to their local emergency number.

# EU doctor review for health insurers

> Offer insured members review by EU-licensed doctors for the consultation categories Hi Doctor covers, through your own member app.

Hi Doctor lets a health insurer offer members a consultation with an EU-licensed doctor inside the member app, for the categories in your partner agreement. [Hi Doctor operates across the whole European Union: residents of all 27 EU member states can use the service, and every consultation is reviewed by an EU-licensed doctor](https://docs.hi-doctor.ai/essentials/regions.md).

## What problem does this solve?

Members want help with conditions that are often handled with a questionnaire and a doctor's review, but the usual route is an appointment they have to arrange themselves. Contracting doctors in every country where members live is slow, and each country has its own prescribing rules.

## How does the integration work?

Your member app offers a consultation for the categories we agree with you. The app collects the member's answers and sends them in one API call. An EU-licensed doctor reviews the case and decides. Webhooks report each status change, and your team follows submitted consultations in the [business portal](https://docs.hi-doctor.ai/partners/business-portal.md), which also exports usage. Who pays for each consultation, the insurer or the member, is set out in the partner agreement. Read [Security and compliance](https://docs.hi-doctor.ai/partners/security-and-compliance.md) for how the Partner API handles medical information.

## Who handles what?

| Hi Doctor handles | You handle |
| - | - |
| Doctor review for the categories covered by the benefit | Deciding which members are eligible, in your own systems |
| Keeping the clinical decision with the doctor | Offering the consultation in your member app |
| Structured statuses and prescription data, without doctor notes | Collecting the member's answers and submitting them |
| Information requests to the member | Showing those requests in the member app |
| A usage export in the business portal | Reconciling usage against your own member records |

## Frequently asked questions

### Will we see members' medical answers?

Your platform collects the answers to submit them, and the Partner API shares only what a partner needs. The processor and controller roles for this data are set out in the partner agreement and DPA.

### Who decides whether a member gets treatment?

The EU-licensed doctor who reviews the consultation. The decision is clinical and is never made by the insurer or by the partner platform.

### Who pays for a consultation?

That is set out in the partner agreement. Hi Doctor charges the partner per completed clinical review, and pricing is available on request.

### Can we track how many consultations members use?

Yes. The business portal lists the consultations your platform submitted and exports usage for reconciliation.

### Which countries are covered?

Residents of all 27 EU member states can use Hi Doctor. The countries you offer the service in are set in your partner agreement.
